There are a few boards out there that don't have a TPM fitted meaning that change 6777381 stopped their boards from booting. This change therefore aims to initialise and startup a TPM if available and also give some output of the status of this. Signed-off-by: Ian Pozella <Ian.Pozella@imgtec.com>

Tested rev7 board with and without a TPM is able to boot with correct info after HW and SW resets:
