- Expand Task Selection to 5 tasks (1 meta + 4 implementation) - Add preconditions to each task in SKILL.md - Repeat preconditions in each reference file header Addresses feedback on insisting on preconditions.

Description
Update the software-configuration-management skill to improve the description with accurate triggers and restructure the Task Selection chapter to split the Implementation path into four segments with mandatory supervision approvals. Split the implementation-workflow.md into four separate files for clarity.
