Twiddler Bot is an IRC bot. The main purpose of Twiddler is to gather statistics from the channels that it's in. It saves these statistics and make the available for the user of Twiddler Bot.
Twiddler Bot both supports using the command line on the hosting machine to give Twiddler commands or to message it in IRC using a whitelist to determine permissions.
