The pinned 19-line cex_min_1 configuration has exact minimum raw pairing cost 21, closing the reported 20-to-22 gap. An admissible witness has block ranks 7,6,8. A 1,301-addition RUP refutation excludes cost at most 20 across all 2^114 admissible pairings. Two separately implemented propagation algorithms check the full proof without a solver. Evidence is author-run, not independent human or formal-kernel review.

All ten behavioral groups pass normally and with -O; all 65 research-workflow tests pass locally. Hosted checks are queued. The next useful question is a short structural rank inequality explaining the gap beyond the retained multi-copy bound 20. Start with the three Schur residuals in the README. No general rank-three theorem, supplier or new kappa is claimed.

Result and reproduction

DreamingOfClouds retains credit for the configuration and earlier bounds in PR2111/2162. Both exact predecessor heads and the unchanged source blob are pinned in SOURCES.json. The new work adds the cost-21 witness, Schur-reduced refutation, encoding-completeness argument, two proof-checking algorithms and failure controls.

The standalone replay requires only Python's standard library. The written rank-to-CNF implication and the small proof checkers remain review obligations. No selected frontier or frozen predecessor is changed.

Method and bounded domain: exact coordinate-support ranks over F2 for every admissible 19-by-19 pairing matrix. Try fixed-minor/forced-rank certificates for a universal lower bound and independently evaluate any upper witness. A SAT search can propose a witness, but an unchecked solver verdict will not be called a proof. Stop after one bounded session, preserving a strict partial bound if the exact value remains open.

Expected artifact: a standalone source-pinned exact certificate and checker under a new research directory, with behavioral failure controls and Open next questions.
