Update SmartPack for Paper 26.1.2

Summary

• Update SmartPack's build and plugin metadata for Paper 26.1.2 and Java 25.
• Declare the SQLite JDBC runtime library in plugin.yml so Paper can load the player preference database driver on startup.
• Add the dev release workflow for branch prerelease jars while keeping the stable master release flow intact.
• Update README/CHANGELOG compatibility notes and remove the old numbered screenshot files.

Validation

• mvn "-Dmaven.repo.local=C:\Users\crosi\Documents\GitHub\SmartPack\tmp\m2-verify" -B -ntp clean package
• Paper 26.1.2 smoke test on this compatibility branch: SmartPack enabled, SQLite library loaded, /pack reload succeeded, and the server shut down cleanly.
