Poetry treats minor point releases (e.g., the x in 0.x.y) as a major release, so until we get to Caracara 1.0.0 these minor version bumps require a change to pypoetry.toml.
This PR also removes the requirement for setuptools since we exclusively support versions of Python with
importlib.metadatain the standard library.
