Updates to Hugo server

• Updated README to reflect new documentation links
• Added contributing document to describe how to set up the Hugo server and deploy the script to make changes
• Added links to the top of each page, linking to the contributing guidelines and per-page links for editing the source
• Added a link to the license for the project in the sidebar
• Rewrote some outdated content
• Added script to automatically change directory to the hugo directory, copy the index page to the main GitHub repository as the README page, and commit
• Minor stylistic changes (changed fonts, reduced whitespace, etc)
• Add home icon
