Increase number of action buttons

Describe the solution you'd like
NotallyX increased action buttons to 3 and made them user configurable with v7.9.0 #881. This is a big efficiency improvement. Can we have at least 1 more action button?

There are already 4 customizable action buttons, the 3 in the top bar and the one in the bottom right (by default its the toggle view/write mode action), as stated in the Docs/Customizing-Edit-Actions

"I didn't say force 5 buttons at top. I said add an invisible button as an option so user can choose how many appear. Are you forcing 3 with this change? Why? What if user wants 2?"

It is true but bottom right is a different workflow. Different finger movement. I put a special action (delete) in the bottom. On the top I put quick actions. For this reason I think menu should be next to quick actions on top but I read in #876 you don't want either.

Dynamic option like @ramwipe suggests is interesting. I think now there is probably some user complaining about 3 buttons on the top is too many. For me it is opposite.
