`app/routers/router.js` had one inline `require()` for `metricsHandler` (line 54, between the /healthz route and the /v1 attachAuth mount) while every other controller, middleware, schema, and helper require is hoisted to the top of the file. Pure style cleanup matching the codebase's own convention. Mirrors the iter-40 hoist of inline requires from server.js's pino-http config (#202).
