Pull all configurable settings out into a config file

Can include things such as (tentative list) - 
- Default to pb C-bindings if running CPython, native Python otherwise.
- Connection pool size
- exception retry number of attempts and timeout schedule (having both is redundant, see relevant issue)
- zk default timeout
- zk default retry attempts
- logging level?
