What:
Add AES-SIV (RFC 5297) as an AEAD variant under the existing AES family in the Cryptography Registry.
Why:
AES-SIV is a standardized, widely recognized misuse-resistant AEAD mode. Adding it improves consistent algorithm identification and crypto governance reporting.
