V1.30 .GUARD and .NOTIFY

Added .GUARD and .NOTIFY directive.
.GUARD condition, "terminating message", [param1, param2, ....]
.NOTIFY condition, "message", [param1, param2, ....]
Fixed all windows and unix compilation warnings.
