Updated HID polling interval from 10ms to 100ms and modified report sending logic to only send changes.
Added a section to highlight changes regarding Windows/monitor sleep compatibility.

This PR stops the continues pushing of data when not needed, and with that allows the screensaver to turn on, the screen to turn of, or windows to go to sleep
