User story
As a search plugin user,
I want to type as little as possible before my search item is listed in the suggestion.
Acceptance criteria
This story is done when:
Typing 'Brad' will list Bradford as the number one match. Which is the case with the legacy flood-map. Now Bradfo is required, before a matched suggestion occurs. Also Bradford-on-Avon ought to be listed as a suggestion in this scenario.
Typing Pic, matches Pica then Pickering and Pick matches Pickering. Currently, Pic does match like that, but Pick doesn't
