Context

A number of schools have raised the desire to 'clear' lapsed placement requests from the system, without having to notify the candidate. This might be for a number of reasons:

• they've handled these off the system
• the requests expired due to the COVID-19 school closures

There's also some old text in the manage requests page that we would like to remove.

Changes proposed in this pull request

1. Set the status of these requests to "expired"
2. Add a message for the schools to know they can contact the support team to help remove these requests
3. Remove the old text from the top of manage requests page
