Context

Base image has snyk warning for vulnerability https://snyk.io/vuln/SNYK-ALPINE315-BUSYBOX-2440607
This can be addressed by by upgrading base image to ruby:3.1.1-alpine3.15 but that also requires upgrading app dependencies. This is an interim workaround until base image is updated.
