Dreamfort cloth/leather quantum stockpile permits bins

The cloth/leather/bone feeder and quantum stockpiles permit bins, which results in endless job spam as bins keep being moved from the feeder to the minecart and then back to the feeder when they get dumped into the quantum pile. This also means it's very hard to get cloth/leather work orders completed, since each bin in the quantum stockpile gets assigned back to the feeder pile almost instantly, making it unavailable for real work.

On further inspection, it doesn't appear to be that specific stockpile. I started another fort, and this time the "rough gems for moods" stockpile allowed bins and was hoovering up every uncut gem I uncovered. On a third fort, the blocks/bars stockpile allowed them. So maybe it's some sort of timing issue with setting the bin count? It's definitely not consistent, which is the worst kind of bug to track down.
