[Feature]: Add Dirac-Rucio tests to CI

User Story

As as developer I would like to add Rucio tests to Dirac CI

Feature Description

After a discussion with @fstagni we would like to implement Dirac-rucio tests in a similar way as done for CTAO
(https://github.com/maxnoe/rucio-dirac-dev):

• basic Rucio client tests (client auth, file, dataset upload etc)
• Rucio file catalog tests with Dirac client.
• test Rucio replication (only after the first 2 work)

• [] Code is revised and merged

The DIRAC-Rucio integration will likely be discussed in the first Dops meeting (February 12th), see DIRACGrid/diracx-charts#59 (comment) for further detail.
Based on the outputs of the discussion, we might first need to work on a global helm chart including Rucio and DIRAC before processing your issue.

We will keep you informed.

If I look at the linked comment this is relating to the Chris Burr suggestion "thinks that it would be less fragile to run the DIRAC integration tests". As you are aware, we are unable to develop any code that requires a kubernetes deployment.
