  • Adds Idempotency-Key support to POST /fax (10m window)
  • Emits canonical events: FAX_QUEUED/SENT/DELIVERED/FAILED (no PHI)
  • Touches only main.py; no route changes

Acceptance:

  • Duplicate Idempotency-Key returns same job JSON
  • FAX_QUEUED emitted on enqueue; FAX_* emitted in send paths and callbacks
  • OpenAPI unchanged
