The more that I think about this, I THINK we should be doing this a bit to KEEP people on the truly tested route
09.03.02 => 09.13.09
9.13.09 => 10.02.01
with a special

If you are unable to complete the 09.13.09 => 10.x upgrade, you could consider using the hotfix release 09.13.10 release which includes security fixes through DNN 10.02.00,
I'm concerned about possible other steps, but maybe not a huge deal, was trying to avoid truly pushing usage of 09.13.10 with the few oddities we have noted.
