Enable Multiple GPUs

I'm using two RTX 4000 Quadro cards in Proxmox. I've successfully been able to install drivers, run nvidia-smi and see both cards, and I've even passed one through using PECU to a Linux VM which is running docker. Within docker I've setup OpenWebUI, Ollama, and Frigate and they've all worked fine with the single GPU.

I'm now trying to add the second card through and can't seem to. I noticed that when I run nvidia-smi after one card is setup, the results now show only a single card detect (because the other is passed through). How do I get both cards passed through?

I've tried using "PECU 3.0 — GPU Passthrough Suite, PECU P… 2025-08-06 [experimental]" and "2025-06 Stable Roll-up – new version sel… 2025-06-17 [legacy ]" but both only pass a single card through even thought the second option lets you pick which card is passed.

What am I missing?
