LootTweaker version 0.3.13 is not visible.
Where can I set an anchor?
I installed the mod pack of rl craft and it says it only uses the 0.3.13 version

0.3.13 (zero.three.thirteen) doesn't exist, the latest 0.3.x is 0.3.3 (zero.three.three).

RLCraft uses LootTweaker 0.3.1 (zero.three.one). I'm guessing that's the version you're looking for?
