About The Pull Request

TRYING to rework our old swing combat code to be a little less ass. Its hard. We really want tgstation/tgstation#76928 but melbert closed the pr cause the attack chain was too ass.
working with aboslute ass. this prob needs a more thurough rework but ive done my best so far.

Why It's Good For The Game
