Bug fix for get_vel_cov_matrix, field-aligned centering of csgrid for beams

IMPORTANT BUG FIX: get_vel_cov_matrix now uses the variance of the los velocity, as it should, for getting the velocity covariance. Before it incorrectly used the standard deviation! Also added code for centering the cubedsphere beam grid on the field-aligned beam direction
