🔧 Add dd-devflow[bot] to CLA allowlist

Motivation

The dd-devflow[bot] account is used to sync main back into the next major branch. Without being in the CLA allowlist.

Changes

• Add dd-devflow[bot] to the CLA workflow allowlist in .github/workflows/cla.yml

Test instructions

Verify that PRs opened by dd-devflow[bot] no longer trigger the CLA signature requirement.
