What does this PR do?
Logs intake urls were being built incorrectly when the URL is something like "api.us3.datadoghq.com". This
datadog_sync/model/logs_pipelines.pyis the only code change, everything else is testing.Description of the Change
We remove "api." from a URL like the above when building the logs intake url
