What and why?

If branch is null and we have a tag value we can start TO and do a settings request with tag value.

How?

Use tag to ask for settings if branch is null.

Review checklist

  • Feature or bugfix MUST have appropriate tests (unit, integration)
  • Make sure each commit and the PR mention the Issue number or JIRA reference
