It's a bit odd that we don't have weblogs for 8.3 and 8.4 and for 8.5 with apache.
But that's what we have now, so approved.

Add tracer-release system-tests jobs for all PHP weblogs
The tracer-release scenario group was only running against the default weblog (apache-mod-8.0), leaving 23 weblogs untested on master.
