What does this PR do? What is the motivation?

Adds new Incident Management documentation for follow-ups.

Merge instructions

Merge readiness:

  • Ready for merge

For Datadog employees:

@estherk15 Any idea why dd-gitlab/link_checks_preview keeps failing? I can't seem to click into it to get any details
