We're not entirely sure what's causing this to occur, but we do know how it can be solved. Let's prompt the user to take those steps. It's handled the same as other user actionable errors.
Future work could be to automatically run the prescribed commands and display the prompt to the user in the quickstart UI so they don't have to jump around as much. We could probably also do the same for the regular login command.
