This commit updates the opentelemetry-proto dependency to the most recent version. A 0.12 version of tonic was missed when I upgraded that dependency, fixed here to allow the -proto upgrade to function. Signed-off-by: Brian L. Troutwine <brian.troutwine@datadoghq.com>

What does this PR do?
This commit updates the opentelemetry-proto dependency to
