Refactor database connection configuration in lemur.conf.py to use environment variables for PostgreSQL settings. Update entrypoint script to set LEMUR_CONF environment variable for configuration file location. not exposing cert key on ui updating certificates list further fixes to dev env and also accessing dict correctly
