What does this PR do?

This adds the strings "thread id" and "thread name" as well-known strings in both Rust and FFI.

Motivation

These strings are used by at least PHP, Python, and Ruby as label keys.

None, this is straight-forward.

Existing tests were updated; use existing tests.
