As a belated follow-up to introducing the plumbing for dynamically adjusting the process-wide metrics filter level, we want to change our default filter level to INFO and split our current set of internal telemetry between INFO and DEBUG to start establishing the set of tiers for what we consider table stakes telemetry vs "only relevant when debugging a nasty problem".
