docs(config): mark dogstatsd_so_rcvbuf as parity#1597

Implemented in DataDog#1525 but the config ledger and DogStatsD configuration doc were not updated. Move the key from the "Being Worked On" table to the "Transparent Settings" table and update known-configs.json to reflect PARITY + NONE. Noticed during work on DataDog#1549.
