Change Y axis scale on Grp by Charts to take the max of the obj rather than entire graph

The Y axis needs to be resized to take the max val in the obj rather than the total of the entire graph

This is done. I also cleaned up the x and y axis labels on all chart types as part of this. The axis labels had too much padding for date/number type of charts. For the most part, the css on the legend is working properly, however there are a number of edge cases where the legend and the x- axis labels will look horrible.
