fix(poly info): for Poetry with PEP-621 support

Description

Fixing an issue for Poetry users that have their pyproject.toml files set up according to PEP-621.

Motivation and Context

To support Poetry users that hs migrated their pyproject.toml files to PEP-621.

How Has This Been Tested?

✅ CI
✅ Local run of poly info and poly sync using Poetry with a PEP-621 setup.
