Switch to pyproject.toml for deployment

Replace requirements.txt with pyproject.toml

This would allow for dev dependencies and removing run_release.sh

Then we'd eventually move the backend to its own repo to be shared by all apps that use it (dweOS Pro can no longer be a fork in this case.) and this can become an actual pip installable library
