Make the "All groups have access toggle" in Location wizard ON by default

Description

Current behaviour:
Currently, the user can leave the toggle OFF, not select any groups and move to the next step. In that case, the created location won't be accessible by non-admin users.

Expected:

• The toggle should be ON as the default
• If the toggle is OFF, the user should be forced to select at least one group
• Same while editing the Location: If the toggle is OFF, the user should be forced to select at least one group
