The ubuntu-noble base picked for the rc.6 image no longer ships openssh-client by default. Without it, CircleCI's checkout step detects "ssh missing" and falls back to its slow native git client (~12 min for a 1.2M-object repo). Adding openssh-client puts checkout back to ~15s. The rc.6 image installs
