Cannot use proper DOM typings in React?

I get error trying to use Element:

Property 'value' does not exist on type 'Element | RadioNodeList'.
  Property 'value' does not exist on type 'Element'

I guess it does not matter how I get it, but I get it from namedItem() from elements: HTMLFormControlsCollection of currentTarget of FormEvent<HTMLFormElement>.

@types/react global.d.ts have empty interfaces:

I want use DOM typings, tsconfig.json seems fine (DOM in lib):

React version: react@16.14.0 / @types/react@17.0.14

I don't want to use any, as I would need to use linter ignoring and I want to avoid it :C

In the source it says:

Warning: all of these interfaces are empty. If you want type definitions for various properties
(such as HTMLInputElement.prototype.value), you need to add `--lib DOM` (via command line or tsconfig.json).

So why is it not working?

I use this helper:
