• remove cache implemented in Caching for ddlpy.locations() #166 again when the Waterwebservices handles this caching instead. Then also remove platformdirs dependency. Also request information in the post-request-response that shows whether the catalog comes from a cache or is newly built, so we can test on it. Also, the idea is to cache the fields in the Parameter_wat_omschrijving only, but we also require Groepering to distinguish between timeseries and extremes.
