Improve hostname detection mechanism when a machine has multiple ids

What is the current behavior?

TestCafe can run the server on the ip that is unavailable by a port

What is the expected behavior?

Check if testcafe server is available by id before run tests and choose another ip if it's not.

How would you reproduce the current behavior (if this is a bug)?
