Additional context
AWS User Portal now acts as the Primary IdP for roles managed via "SSO"/ IAM Identity Center - this means the existing saml assertion sent to the AWS Portal is only meant for it as an SP, which then turns into an IdP for the actual account, much like it used to work with the classic/current implementation.
