Document source curation criteria and review cadence for feed quality management

Briefing quality depends on source quality, but the repository lacked a consistent policy for handling noisy, failing, or low-fit feeds. This PR adds an explicit, lightweight curation framework so source decisions are repeatable and aligned with Wazzup’s personal-briefing scope.

• What was added

  • Introduced a new Source curation and review cadence section in docs/requirements.md.
  • Defined consistent decision criteria for add / keep / mute / remove.
  • Added a periodic review model: weekly quick check, monthly curation pass, and optional quarterly reset.

• Operational review framework

  • Added a monthly checklist covering:
    • source health and timeout/failure behavior
    • noise and duplicate contribution
    • topic fit and briefing usefulness
    • explicit action outcomes (keep/mute/remove/candidate)

• Clear path for noisy or failing sources

  • Added an escalation flow: flag → mute for one review window → restore or remove based on post-mute behavior.

## Source curation and review cadence

- Add a source when topic fit, cadence, and signal-to-noise are strong.
- Mute a source temporarily when it becomes noisy or drifts off-topic.
- Remove a source when failures/noise persist after mute or it no longer fits briefing goals.
