[BUG] installation option to ignore minor updates ignored

Describe your issue

I still seem to get minor / revision-only updates even after having enabled the option to skip minor updates in these packages' installation options. I did restart UniGetUI today before these updates being offered. This seems to be irrespective of whether they are Scoop or WinGet packages.

Screenshot below shows the enabled option. Also visible are the installed and available versions of Edge and Chrome in the background.

I have to attach logs as files since the issue forms are experiencing issues today and I'm getting a "body is too long (maximum is 65,536 characters)" using the issue creation form. I chose the most verbose options.

The skip minor updates checkbox works only for standard versions and checks the version based on the third part - Chromium's versioning, using four parts, which in this case is all that changed, isn't registered as the third part is still the same.

I will fix this.

mrixner, you may want to take advantage of the new IPackage.NormalizedVersion structs

See my linked pull request, it will now determine minor updates using the new version struct based on the patch version or the remainder.
