Add Savings Product Alerts and Price Watches

Description:
Allow users to set alerts for when a savings product's APY reaches a certain threshold or when new products matching their criteria are launched.

Acceptance Criteria:

• POST /alerts/create with alert conditions
• Background job checks conditions periodically
• Email and push notifications when triggered
• Alert history and management
• Snooze functionality
• Alert templates for common scenarios
