Implements #260 (Stellar Horizon tx verification w/ 3 retries + exponential backoff and payment/destination/asset checks), #259 (POST /donations w/ tx verification, txHash idempotency, and stats recalculation), #257 (featured campaigns flag + admin feature endpoint w/ max-6 enforcement + GET /campaigns/featured), and #258 (PostgreSQL full-text search on title/description/story ordered by relevance with 3-char minimum).
