Integrate with kubernetes and helm

We intend this to be deployed on the argus cluster. For this, we will need an ingress which anything on a beamline cluster and see, and a service to actually talk to the application. We should make a helmchart too, and scripts to make it easy to test.

Acceptance Criteria

• Modify the existing Dockerfile if needed - at a brief glance it looks mostly okay
• Create a which includes an ingress and svc
• The helmchart should specify a list of volumes to mount and what user to run as (dls-dasc)
• Create a script and documentation so someone can start this service on their personal namespace, just by running that script, for testing
• Create a script which will build and push the latest daq-config-server image

This will also require requesting a namespace on the argus cluster and requesting that the user for that namespace is added to dls_dasc
