New serial stages with phi,x,y,z motors have been installed on I19-2 and an IOC is now running. We now need to create a device that holds these axes and use it in the i19bluesky serial plans in place of the Newport diffractometer (still needed for the detector axes though).
Note that one advantage of these axes is that there shouldn't be any need to worry about collisions for the sample stage.
